Leesburg hydrant meters are to be used only on designated hydrants within the Leesburg service area. Developers and contractors may lease Town-supplied fire hydrant water meters for use during construction by contacting Carol Nylander, at 703-669-3163. Meters are not available on a walk-in basis; therefore, contractors / builders must CALL FIRST. This ensures their specific hydrant meter lease contract will be ready for signature, and the requested meter is available. (Please note that the Construction Hydrant Meter Lease Agreement incorporates Late Hydrant Meter Report Charges that went into effect on February 1, 2011.)

If the contractor is using any type of water truck, tank, or container, the vehicle or tank must be inspected by the Town’s Environmental Compliance Officer or his designee to ensure backflow / cross connection protection is in place on the truck, tank, or container before the meter is released to the contractor. A Department Of Utilities Cross Connection Inspection sticker will be affixed to the truck, tank, or container. Inspection is valid for one year.
Meters are leased for one year at a time and are billed quarterly. The contractor is responsible for submitting quarterly readings. Contractors must submit readings to the Town during the first 10 days following the end of each quarter either by email to Carol Nylander, or by phone at 703-669-3163, or by fax at 703-737-7083, or by completing the online Hydrant Meter Reading Form. Below is the schedule for reporting readings:

* Please note: failure to report readings within the specified time periods will result in a $100 late fee for each quarter, even if there was no charge in the reading from one quarter to another. Readings given outside the date range will not be accepted.
If the leased meter does not work properly, the contractor should return the meter to the Utility Maintenance Division (UMD) shop at 1385 East Market Street (phone number 703-669-3163) for repairs. UMD will notify the contractor when the repairs are completed and when the meter is available for pickup. UMD will prepare a detailed repair sheet and the repair costs will be included and noted on the next quarterly bill.
Use only Leesburg-issued fire hydrant meters on Town of Leesburg fire hydrants as per Proper Use Guidelines (USO APROPIADO). Failure to comply is a misdemeanor and violation of Leesburg Town Code Section 34-22, punishable by $2,500.00 fine or one year in jail, or both.
When the contractor no longer needs the fire hydrant meter, the meter should be returned directly to the UMD for final contract close out. Any past due amount, unbilled consumption, and repair charges will be deducted from the deposit and the remainder refunded to the contractor.
