The Town of Leesburg’s annual Doing Business Guide (PDF, 1.1M) is designed to walk new or prospective business owners through the process of establishing their business in the Town as clearly and efficiently as possible. In addition to the basic guide, two appendices are available:

There are many sources of information for new or prospective business owners, and the Leesburg Doing Business Guide is not intended to replace all of them, but to supplement them with Leesburg-specific information. Loudoun Small Business Development Center
The SBDC offers individual business counseling, monthly business seminars, training and workshops and maintains a reference and research library, quarterly electronic newsletter and resource network. Initial counseling sessions are free.

The Loudoun County Department of Economic Development publishes a guide that highlights seven main steps for those looking to start a new business, including developing a business plan, choosing a legal structure, hiring employees, and obtaining financing, permits, and business licenses. The guide was designed as a workbook, with easy-to-use reference pages of important contacts for each step of the business development process, and additional tips highlighted to provide key business definitions and considerations.
Virginia Department of Business Assistance’s Business OneStop The website will walk you through the steps involved in establishing a new business, expanding an existing business or relocating an existing business in Virginia, with links to forms, documents and other resources.
The Mason Enterprise Center - Leesburg/Loudoun, now located in Historic Downtown Leesburg at 202 Church Street SE, serves as a small business incubator fostering the evolution of existing companies who are scalable and want to grow.
